Organised rugby in Leeds schools has a long and proud history, stretching back over 120 years.

​

Today, Leeds & Hunslet Schools' Rugby League is served by a committee which usually meets four times a year and is responsible for the overall organisation and running of the association. The day-to-day running of most competitions and other playing opportunities is organised by Leeds Rhinos Foundation.

Management Rules

 

  1. The Association shall be called the “Leeds and Hunslet Schools’ Rugby League”

  2. The object is to promote Rugby League for schoolchildren.

  3. All schools affiliated to the Leeds Schools’ Sports Association are eligible for membership and to play in competitions.

  4. The General Committee shall consist of President, Vice Presidents, Officers, all past Chairmen, all Life Members (including those from former Leeds Schools’ and Hunslet & Morley Schools’ Associations), members of the Leeds Rhinos Foundation and members of staff from each team in the Association.

  5. The General Committee shall have power to:-

  • elect Life Members;

  • co-opt any other persons; such persons having the power to vote.

   6  The General Committee shall elect its own President, Vice   

        Presidents and Officers at the Annual General Meeting,   

        which shall be held in the summer term.

   7   All Officers shall retire after one year and shall be eligible            for re-election.

   8   The Officers shall consist of Chairman, Secretary and

        Treasurer.

   9   At the A.G.M. the Officers shall present a report and the

        Treasurer shall present a duly audited balance sheet.

 10   Alterations to rules shall only be made at the A.G.M. or at a

        Special General Meeting called for that purpose.   

        Suggestions of alterations, duly proposed and seconded,

        shall be sent to the Secretary 14 days before the meeting.

 11   The General Committee shall normally meet for ordinary

         business once a term. Any urgent business shall be dealt

         with by a special meeting or by the Officers and one

         other member. At any such meeting five members shall

         constitute a quorum. A special meeting may be called by

         the Officers or by a member of the General Committee

         supported by four other members, such a meeting shall be

         held within 14 days.

 12    The Officers shall liaise closely with the Leeds Rhinos

         Foundation to arrange Cup Finals and other school

         competitions.

 13    It is the winning team’s responsibility to ensure that

         trophies are returned engraved and in good condition.

         Schools will be responsible for the costs of any trophy

         which is lost or damaged.

 14    The General Committee shall settle all disputes.

 

Competition Rules

   1.  A member of staff shall be responsible for each team 

        playing matches.

   2.  Referees shall be mutually agreed by the coaches of

        the opposing teams in all matches.

   3.  Age limits are determined on 31st August/1st

        September in the academic year of the competition.

   4.  Games shall be played under Rugby League rules,

        modified where necessary to meet the particular 

        needs of school teams:-

  • All primary school competitions shall be played to Primary Rugby League Rules;

  • The duration of each match shall be:

        Under 10/11 – 20 minutes each way;

        Under 12/13 – 25 minutes each way;

        Under 14/15/16 – 30 minutes each way;

        Under 17/18 – 35 minutes each way.

        The duration of matches at rallies shall be    

        determined by the number of matches to be played.

        At such rallies, the game-time played by each team 

        shall not exceed 60 minutes (Years 5 & 6), 70

        minutes (Years 7 & 8) or 80 minutes (Years 9, 10 & 11);

  • Players shall not play more than one year above their age-group;

  • Balls shall be as follows:

       Under 10/11/12/13 – size 4,

       Under 14/15/16/17/18 – size 5;

  • Unlimited substitutions shall be allowed;

  • In the event of misconduct by a player, the referee shall have the power  to caution, suspend for a temporary period or dismiss the offender. All dismissals and any other serious misconduct must be reported to the General Committee;

  • All protective gear worn by players shall be well-fitting and safe.

   5.  In the event of a draw in a Cup match, the winner shall

        be decided by extra-time of five minutes. If the scores          are still level, then the team scoring most tries shall            be declared the winner. If both teams have scored the          same number of tries, then the winner shall be                      determined on the toss of a coin. In the event of a                  draw in a cup final, after extra-time of five minutes                has been played, the trophy shall be shared.

   6.  All match results shall be communicated by the coach

        of the winning team, as soon as possible after the

        match, to the competition organiser.

   7.  The General Committee shall settle all disputes.

Safety

   All schools must use the generic Leeds City Council risk

   assessment and adapt it to be school/site specific.
